haha, no if that was true, then he would be correct to suggest that paying taxes is unpatriotic. he's a natural gaffer, and even when he means what he says, it usually turns out to be a mistake. He would never himself give ANYTHING away, he only, as you pointed out, wants to take away others' money and give it to whoever he deems needs it most.
