I'm guessing here. I'm not exactly sure what the term "comma splice" means. I can't find it in my reference books. But I'd say the answer is either a comma splice since unnecessary commas tend to obscure rather than clarify the meaning of a sentence OR prepositional phrases (a preposition) since they expand a sentence, i.e, make one sentence out of what could have been two or more short sentences. I'm leaning toward "use of a preposition" as the right answer.
