What is the least visited part of the Black Hills of Wyoming and South Dakota?

Thats easy. Its the Wyoming side. Its only tourist attraction is Devil's Tower. While on the South Dakota side its got Mt. Rushmore, Windcave National Monument, Crazy Horse Memorial, Sturgis and Deadwood. There's a bunch of other attractions on the South Dakota side I cant name. So, if you want to go to the side that has the least amount of people go to the Wyoming side.
